baptized and later converted to Catholic faith by Father Arthur Benedict Charles Dunn in Saint Patricks Church, Eau Claire, WI.
Lived with Archie and Emogene Montomery in Shawtown after parents divorce when he was a baby, father got caught messing around with another woman.
At the age of six, he got very sick with whooping-cough, which left him with bronchitis. The doctors in Eau Claire were unable to help him. His grandmother took him to Dr. Longstreet Taylor in St. Paul, MN and he lived with his cousin Blanche Nolan while there for about a year, then returned and started attending the 4th Ward School.

Editor of the Shopping News and an ardent worker for President Roosevelt and the Democratic ticket.
Appointed by James E. Garvey, June, 1934, to be assistant district supervisor for Wisconsin business census District No. 2, comprising of eleven counties and 44 enumerators.
Elected to the Executive Board of the United Rubber Workers of America (Eau Claire local union no. 19) by Gillette Rubber Workers Union in January, 1936.
Enters race for Eau Claire City Council in February, 1936. Finished second by twelve votes in a field of fifteen candidates, against former Mayor Fred Stussy in the primary on March 17, 1936. Won six of ten wards, but still lost the general election on Apr 7, 1936.
Moved to Minneapolis as advertising manager.
Became Minnesota state secretary of Younger Democratic Clubs.
Minnesota delegate for fifth district at the Democratic National convention in Chicago, July, 1940, renominating FDR.
Nominated as Democratic candidate for Congress, Fifth district in Sep, 1940.
Area supervisor of the bureau of census, Dept. of Commerce in 1944 for the seven Minnesota districts employing nearly 900 persons for the 1945 farm census.
Named regional census supervisor for ten Northwest states in August, 1945, with headquarters in Lansing, Michigan.
Opened the Dowling Employment Agency in the Empire National bank building, St. Paul, MN, in Jan, 1946.
Was mentioned as a probable candidate for U.S. Senate when Mayor Hubert Humphrey refused to run in Mar, 1946.
Was named state organization director for the Truman-Barkley Club in June, 1948 and became national organization director in Sep, 1948. Appointed field representative for the enforcement division of Office of Price Stabilization in Washington, DC, after Truman was inaugurated in Jan, 1949.
Joined the staff of Tucson Federal Savings and Loan association in April, 1954.
Joined the Arizona State Highway Dept in Feb, 1955 as its first public relations representative and retired in June, 1967 as public information officer.
Moved to Sacramento, CA and backed the candidacy of VP Hubert H. Humphrey for president in 1968.
"A young friend of mine by the name of Mr. Lamoine M. Dowling was in to see me the other day and asked me to write to you in his behalf. He has been a loyal Democrat for the past fifteen years, having been a candidate for Congress in 1942 as well as one of the leaders in our recent state Democratic-Farmer-Labor Convention. Presently, be is the State Director of the Agricultural Census. Mr. Dowling tells me that there may be an opening here in Minnesota with the Bureau of Domestic and Foreign Commerce. I know that this Bureau is under your jurisdiction so I am referring his name to you for consideration. Mr. Dowling is an educated and trained person. He is well respected in this community and is 100% loyal to the Administration. I do not recall the name of the person who is in charge of the Bureau of Domestic and Foreign Commerce at present. However, he is a hold-over from the days of Jesse Jones. I do not know that you contemplate making any change in the local office of the Bureau but if you do and if you feel inclined to investigate the possibilities of the appointment of some local person here in Minneapolis or St. Paul, I would greatly appreciate having you give some consideration to Mr. Lamoine M. Dowling. I am sure he will be writing to you in the near future and will present his record of experience and background. Any information you can give me in regard to this matter will be kept in the strictest confidence." - Hubert H. Humphrey, April 12, 1945

'Monty' Dowling, 75, Dies in Phoenix
Former Tucson real estate broker and Arizona State Highway Dept. employe LeMoine M. "Monty" Dowling, 75, died Sunday in Phoenix.
Dowling came to Arizona in 1926 as rental department manager of Tucson Realty and Trust Co., He later was a partner in the Solot Dowling Realty co., which owned the land at the top of "A" Mountain and donated the peak to the City of Tucson for a recreation area.
After serving 12 years with the public information division of the Arizona Highway Dept., Dowling retired in 1967.
In 1931 he served as regional director of the U.S. Bureau of Census. He also served in Washington, D.C., as field representative for the enforcement branch of the Office of Price Stabilization.
Dowling was active in Democratic Party politics. In the 1948 presidential election he served as national director of the Truman-Barkley Clubs and subsequently was assistant to the director of finance with the Democratic National Committee in Washington, D.C.
He is survived by his wife, Birdie K.; a daughter, Mrs. Paul E. Rocheford of Tucson; and two sons, Donald W. of Tucson and Robert L. of Phoenix.
Memorial services will be held today at 1 p.m. at the Holy Cross Mausoleum in Phoenix, with interment at the Holy Cross Cemetery.
